Preheat the oven to 350°F (175°C).
In a large skillet, cook the ground beef over medium heat until browned, about 6-8 minutes. Drain excess fat.
Add the chopped onion, garlic, and bell pepper to the skillet. Cook until softened, about 5 minutes.
Stir in the black beans, diced tomatoes, corn, chili powder, cumin, and salt. Simmer for 10 minutes.
In a greased 9x13 inch baking dish, layer half of the crumbled tortilla chips, followed by half of the beef mixture, and a third of the cheese.
Repeat the layering with remaining tortilla chips and beef mixture. Top with the rest of the cheese.
Cover the dish with aluminum foil and bake for 25 minutes. Remove foil and bake for an additional 10 minutes, until cheese is bubbly and golden.
Let the casserole cool for 10 minutes before serving. Garnish with fresh cilantro before enjoying.
